Refresh rate is the number of images displayed per second, 60Hz amounting to 60 pictures per second. But what does this really mean? Television sets have employed a standard of 30 frames per second for a long time, which frames are combined and shuffled to 60 frames per second; matching the standard 60Hz TV / Monitor refresh rate. This is part of the process referred to as interlacing; giving media such as movies and TV service the effect we are accustomed to viewing. One should keep in mind that most media we get is at 30 frames per second / 60Hz and having a faster refresh rate is not going to improve picture quality per se. If the content is at a higher rate, then a higher refresh rate TV is certainly going to help, showing a smoother picture quality with the benefit of added frames.
